Objective: Define and enforce policies, procedures, and structures.

Description: Establishes the governance mechanisms and organizational policies for cross-chain ecosystems. Defines the procedures for policy setting, decision-making, onboarding, dispute resolution, and other governance processes. Establishes the guardrails for interoperability. This layer ensures that operations are carried out ethically, transparently, and in alignment with the goals and interests of the network's participants.

Layer owner: Network governance bodies, organizational blockchain committees and consortiums or standards bodies like ISO, and IEEE that publish governance frameworks.
